The plan is to redevelop the Dines Green estate on Gresham Road, Worcester.
Over the next three years, the project should see the demolition of 14 existing homes as well as shops, a church and its vicarage and a youth centre.
In their place will be built 14 new two-bed homes, 10 three-bed homes, 3 two-bed bungalows, 26 two-bed flats, between five and seven shops, a new youth centre and a new church.
