Application in for 1700-home development in Bolton

27 Jan 14 Developers have submitted what is being described as one of the largest planning applications that the northwest has seen for several years.

Horwich Vision, a joint venture between Bluemantle and Orbit Investments/Emersonhas submitted a proposal to build 1,700 homes and a 35,225m2 commercial development on the 76ha site of the former Horwich Locomotive Works in Horwich, Bolton.

The scheme retains a group of the original Loco Works buildings within a ‘heritage Core’ area at the centre of the site and will provide for a new access road that will link the site with Horwich Parkway rail station, junction 6 of the M61 and the adjoining Middlebrook retail, leisure and business park.

It is expected to take 12 to 15 years to complete the development.

Jim Caldwell, chairman of Bluemantle, which owns the Locomotive Works Industrial Estate, said in a joint statement with Emerson chairman Peter Emerson Jones: “This planning application is the next major step by the joint venture partnership in the regeneration of this strategic brownfield site.  We have been working closely with Bolton Council, and other key stakeholders over a number of years to reach this point and we look forward to seeing the transformation of the site.  Many of the existing buildings on site are reaching the end of their useable lives and a number are no longer capable of being occupied.  The time is now right to commence the mixed use regeneration of this under-utilised site and to open the next chapter in Horwich’s evolution creating contemporary housing and many jobs”.

Bolton Council leader Cliff Morris said: “The development of the former Loco Works is a key part of our economic development plans for the borough and we made sure the planning frameworks were in place by including the site in our core planning strategy.”

Following an initial consultation period it is anticipated that the application will go to planning committee in late spring/early summer.
