Approval for £450m Horley housing scheme

27 Jan 15 Reigate & Banstead Borough Council has given outline planning consent for a £450m development of 1,510 homes in Horley, Surrey.

The development will be delivered by a consortium comprising Crest Nicholson and A2Dominion, who will build more 50% of the new homes, as well as Taylor Wimpey and Persimmon Homes.

Preliminary work is scheduled to start on site on land at Meath Green, north west Horley in the spring, subject to detailed consent. The development will be built in four phases, taking approximately 10 years to complete.

The planning permission also includes a new primary school, a neighbourhood centre with shops and a community hall and neighbourhood facilities, and two new access roads linking the development to the A23 and A217 trunk roads.

More than £10m of infrastructure will be installed by the developers, along with an additional £30m paid to the borough and county councils for highways, public transport, education, leisure and recreation and community infrastructure and service improvements.

Crest Nicholson chief executive Stephen Stone said: “The transformation of this site into a thriving new community will deliver a mix of much needed, high quality new homes for the local area. We have spent a long time working in partnership with the local authority to ensure that the plans genuinely enhance the existing locality, and that we are not only building a mix of new homes, but also implementing the necessary infrastructure to cultivate and support a new and thriving neighbourhood.

“With an estimated gross development value of circa £450m, this site will deliver a very real boost to the Horley area, and the scale of the site makes it a significant addition to the local housing market. We are committed to investing in and developing a prosperous community that not only creates new homes, but also brings new life and new long-term opportunities to the area.”

A2Dominion, Taylor Wimpey and Persimmon also expressed their respective pleasure, delight and excitement at being involved in the development.
