A planning application has been submitted to convert the building into 100,000 sq ft Grade A office accommodation, to be renamed One Grand Central.
Completion is scheduled for 2015.
Subject to approval, Cannock Developments will start developing the building early next year in what will be the first major new office building at the station following its £600m transformation.
Network Rail project director Chris Montgomery said: “This planning application marks another important milestone in our extensive project to redevelop Birmingham New Street station.”
