Fluor team lands €220m Dutch road PPP

1 Jul 16 A consortium of Fluor, Heijmans Capital and 3i Infrastructure has been named by the Dutch government as preferred bidder for the A27/A1 public-private partnership (PPP) project.

The project for the Directorate-General for Public Works & Water Management of the Netherlands (Rijkswaterstaat) involves the design, construction, management, maintenance and financing of existing and new infrastructure of the A27 motorway between Utrecht and Hilversum and the A1 between Utrecht and Bunschoten-Spakenburg. The project will widen the A27 motorway from two to three lanes and the A1 from two to four lanes.

The 3Angle consortium’s €220m (£182m) contract includes a 25-year management and maintenance period. Fluor, Heijmans Capital and 3i Infrastructure will be the sole shareholders in 3Angle, each with an equal 33.3% share. Fluor and Heijmans will also take part in the engineering, procurement, construction and operation phase, with equal shares.

Financial close is targeted for October this year and construction is due to be completed in 2019.
