His appointment remains subject to confirmation by the House of Commons environment select committee.

Philip Dilley was until recently the executive chairman of consulting engineer Arup. He is currently chairman of business lobby group London First and a member of the governing council of Imperial College.

From 2011 to 2013 he was a member of the prime minister’s advisory group, which comprises business leaders invited to provide advice to the Prime Minister on business and economic issues.

Assuming the appointment is approved, he will take over from Lord Chris Smith, the former Labour culture secretary.
