New register launched for building control officers

28 Mar 14 Responsibility for approving building inspectors is moving to a new organisation.

Ministers from the Department for Communities & Local Government (DCLG) and the Welsh government have approved a transfer of responsibility for approving Approved Inspectors to Construction Industry Council Approved Inspectors Register (CICAIR) Limited, a wholly owned subsidiary of the Construction Industry Council (CIC).

The CIC itself was previously responsible, but it is now hiving the operations off into a dedicated subsidiary. The transfer to CICAIR Ltd takes effect from 31 March 2014 and the creation of the new company is the first of a programme of reforms.

CICAIR Ltd becomes the sole body authorised to approve Approved Inspectors to undertake building control work in England and Wales. It is a designated body under section 49 of the Building Act 1984 and regulation 3 and 5 of the Building (Approved Inspectors etc) Regulations 2010.  It is also responsible for maintaining a list of Approved Inspectors.

The continuing operation of the approved inspectors register is unaffected by this change and all actions carried out by the CIC as the previous designated body remain valid.

The formation of the new company followed an independent review of the register commissioned by CIC in 2012.  The review was undertaken by Michael Ankers, former chief executive of the Construction Products Association. The resulting report, published in February 2013, has led to the formation of CICAIR Ltd and a range of guiding principles and strategies designed to ensure that the standards in the private building control sector are maintained.

CICAIR Ltd will be governed by a board of directors appointed by CIC from a range of backgrounds and specialisms.  It will be chaired, perhaps inevitably, by former construction minister Nick Raynsford MP.
