Preferred team named for Saskatchewan sewage plant PPP

30 May 14 Regina in Canada has picked Epcor Saskatchewan Water Partners as the preferred bidder to design, build, finance, operate and maintain the city’s new sewage treatment plant.

The preferred proponent was selected based on the lowest proposal price for its compliant technical submission. The proposal price came in lower than the budget the City had projected both for construction and for the long-term operations and maintenance. In addition to the winning proposal, the City also evaluated proposals from Prairie Water Partners and Wascana Environmental Partners.

The Epcor Saskatchewan Water Partners team includes Epcor Water Services, Graham Infrastructure, Lockerbie Stanley/Aecon, Stantec and Gracorp Capital Advisors.

It may take up to eight weeks to reach financial close and finalise the project agreement. Construction will begin this year.

The Sewage Treatment Plant has been approved for up to CA$58.5m (£32.2m) in federal funding through the P3 Canada Fund, with the final grant being calculated based on 25% of eligible capital expenses.
