The NOK1.6bn (£158m) scheme extends about 6km and includes tunnels, concrete culverts and a bridge over the E18.
Skanska's was the lowest of four bids for the scheme, with the highest price - NOK1.68bn - submitted by Veidekka.
Work will begin in May and is scheduled to be completed on 1 July 2017.
