Kettering Borough Council has a robust vision for the regeneration of Kettering town centre to create a vibrant heart, a place that is characterful, distinctive and fun. The town centre will become a focal point for north Northamptonshire. In August 2009 the Council produced a preferred options document for the Kettering Town Centre Area Action Plan (AAP) which, when finalised, will form the basis of the planning strategy for the town centre. The Proposed Submission AAP is due to be published in early 2010, and the AAP is expected to be in place by late 2010 / early 2011. In the meantime, the Council are progressing with a programme of town centre regeneration projects known as the "Suite 16". The Suite 16 has been developed by Kettering Borough Council through a coherent programme approach to the delivery of town centre regeneration. The key principles for the Suite 16 have been agreed as follows: — Any redevelopment should be characterful to reflect the locality, — The quality of design must be high, — Material quality must be high, — In creating a characterful experience, distinctive zones are advantageous. The Public Realm – Phase 2 & 3 works have been identified as a priority project, within the Suite 16, by the Council and its funding partners. The Council recently completed the redevelopment of the Market Place area through improved public realm which will provide a focal point in this area and are currently progressing the development of the new Market Place Buildings, which will comprise restaurant and residential accommodation, along with the public realm works will be a catalyst to the regeneration of the town centre. The primary objective of the project is to improve public realm of Sheep Street, Market Place, Market Street and Horsemarket (ref. Appendix A – Extent of Potential Works Drawing) to make Kettering a more attractive place to live, work and shop. Improved public realm will aim to create a high quality physical environment within the public areas for use by residents and visitors to Kettering. To enable the significant improvement to the public realm within the project area, the project aims to: Improve the physical environment and appearance of the streets with: — High quality treatments, — Appropriate street lighting, — Attractive street furniture, — Wayfinding signing and public information, — Landscaping, — Public art, — Integrate area functions – shopping, leisure, use of public open space, — Ensure good access and encourage the use of walking, cycling and buses, — Reduce the volume of non essential traffic from Sheep Street, Market Place and Market Street to maximum practical extent but ensure that adequate arrangements are in place to provide local access and servicing. The quality of the public space will be vital in creating a superior setting to support all new developments and the image of the town. However, any improvements must be a balance between the fabric of the historic town centre and the need to meet modern development.

VI.4.2) Lodging of appeals:

Precise information on deadline(s) for lodging appeals: The Contracting Authority will incorporate a minimum 10 calendar day standstill period at the point information on the award of the contract is communicated to tenderers. This period allows unsuccessful tenderers to seek further debriefing from the Contracting Authority before the contract is entered into. Applicants have 2 working days from the notification of the award decision to request additional debriefing and that information has to be provided a minimum of 3 working days before the end of the standstill period. Such information should be required from the address set out in section 1.1. If an appeal regarding the award of a contract has not been successfully resolved, the Public Contract Regulations 2006 provide for aggrieved parties who have been harmed or are at risk of a breach of the rules to take action in the High Court (England, Wales and Northern Ireland). Any such action must be brought promptly (generally within 3 months). Where a contract has not been entered into the Court may order the setting aside of the award decision or order the Contracting Authority to amend any document and may award damages.
