The contract will be for 16 months from date of the award and is scheduled to start in March 2010. II.2) QUANTITY OR SCOPE OF THE CONTRACT

II.2.1) Total quantity or scope:

The works comprise of the construction of 19Nr units - 6Nr self contained apartments and 13Nr houses for social use, complete with associated site works at site off Ardilea Park, Killough Road, Downpatrick. The contract will be for 16 months from date of the award and is scheduled to start in March 2010. It is expected that all homes built under this scheme will be lifetime homes compliant, will achieve secured by design accreditation and meet level 3 of the code for sustainable homes. Estimated value excluding VAT: 2 240 000 GBP.

Subject to the status and involvement of the parties, the contracting authority may require parties to commit to joint and several liability in respect of the contract. Alternatively the contracting authority may expect the lead operator to take total responsibility. The contracting authority may require collateral warranties, parent company guarantees and/or performance bonds as applicable to be entered into by other economic operators.

Yes. Yes - as detailed in the Contract documentation. The project will be subject to the association obtaining project approval and grant funding from NIHE (DPG) for the scheme, and other statuatory approvals.

IV.1.1) Type of procedure:

Accelerated restricted. Justification for the choice of accelerated procedure: The Association is advertising in OJEU but will apply the accelerated restricted procedure as the early execution of this contract would be of benefit to the construction industry, as per OGCs Inforamtion Note 1/09 14.1.2009. In the current economic climate a faster procurement process will benefit economies by providing quicker distribution of public funds into markets.

“The costs of responding to the pre-qualification questionnaire and any subsequent invitation to tender and participation in the project will be borne by each tenderer or the successful tenderer (as appropriate). Until the contract is formalised, all discussions and correspondence will be deemed strictly subject to contract. No formal agreement shall be binding until it has been signed by duly authorised representatives of both parties.”.
