SECTION II: OBJECT OF THE CONTRACT

In January 2010 the Council was successful in securing a Stage 1 pass from the HLF ‘Parks for People’ programme for the regeneration of the Haddo Country Park, near Ellon, Aberdeenshire. The HLF grant funding sought is to the value of 993 500 GBP (Nine hundred and ninety three thousand and five hundred Great British Pounds (GBP)). 95 063 of this (Ninety-Five thousand and sixty three GBP) of this has been saved as development funding. The total project value is 2 033 767 GBP. (Two million, thirty three thousand, seven hundred and sixty seven GBP). The Phase 2 Development proposal now requires to be produced with a final submission deadline of August 2011. In order to deliver this work, a Lead Consultant is required to project manage a multi-disciplinary design team in the following areas as identified in the Stage 1 proposals to the HLF and in accordance with documentation provided by the HLF. — Architecture (Conservation accreditation to The Royal Incorporation of Architects in Scotland (RIAS) standard or equivalent), — Landscape architecture, — Structural engineering, — Mechanical & electrical engineering, — Archaeologist, — Landscape / historical research, — Arboriculture, — Quantity surveying, — Land Contamination specialist, — Metalwork conservation specialists, — Exhibition designer / interpretation / heritage consultancy, — Business / marketing consultancy, — CDM Co-ordinator. II.2) QUANTITY OR SCOPE OF THE CONTRACT

II.2.1) Total quantity or scope

The total sum available for the procurement of the Lead Consultancy Services required to develop and deliver the Stage 2 application and, where the application is successful and funding is available and the performance of the Lead Consultant is satisfactory, then it is anticipated that the Lead Consultant would undertake the various services relating to the procurement, implementation and project management for the Works Phase 2 Development’ at a total value up to 206 506 (Two hundred and six thousand, five hundred and six Great British Pounds (GBP)). In terms of the budget for the entirety of the project, there’s a total potential project value of 2 033 767 GBP (Two million, thirty three thousand, seven hundred and sixty seven GBP) including revenue and capital items. This is split into 150 066 GBP (One hundred and fifty thousand, and sixty-six GBP) for the development and submission of the stage 2 application to HLF and 56 440 GBP for delivery of the works Phase 2 Development. 1 827 261 GBP (One million, eight hundred and twenty-seven thousand, two hundred and sixty-one GBP) for the implementation of the project (should this go ahead).

Yes description of these options: If Aberdeenshire Council is successful at Stage 2 of the HLF application submission and if funding and match funding is made available, then it is anticipated that subject to the satisfactory performance of the Lead Consultant during the application submission stage, that the Lead consultant would undertake the contract administration and management of the works through to completion and the end of the defects period (Royal institute of british architects (RIBA) Outline plan of work stages F-L production information to practical completion and end of defects liability period). The measures of satisfactory performance shall be more fully detailed within the invitation to tender.
