II.1.5) Short description of the contract or purchase(s)
The Royal Borough of Kensington and Chelsea wishes to appoint a development partner for the delivery of a flagship regeneration project, known as the Silchester Garages Site Development. The Royal Borough will use a competitive dialogue process for this procurement. The Silchester Estate is in the north of the borough where there are significant concentrations of social housing. The Royal Borough wishes to procure the development of at least 63 new units of affordable housing and a new community and educational centre on the estate. These new homes must be ready for occupation by early summer of 2014 to comply with the terms of a Unilateral Undertaking for the development of off-site social housing arising from a separate development. This initial development may provide the catalyst for transforming the estate. The Royal Borough is seeking a development partner with the technical ability, vision, experience and resources to deliver the required new housing. Construction work. i. A compliant bid to build 63 units of affordable accommodation and provide a community and education centre (600 square metres). This could be using the design of the existing outline planning permission, or could be an alternative design providing the same outputs. ii. A variant bid to show a wider scheme meeting the outputs and timescales of the compliant bid, but also providing added value through additional development on the estate. Information and formalities necessary for evaluating if requirements are met: (a) a list of the works carried out over the past five years, accompanied by certificates of satisfactory execution for the most important works. These certificates shall indicate the value, date and site of the works and shall specify whether they were carried out according to the rules of the trade and properly completed. Where appropriate, the competent authority shall submit these certificates to the contracting authority direct; (b) a list of the principal deliveries effected or the main services provided in the past three years, with the sums, dates and recipients, whether public or private, involved.
