II.1.5) Short description of the contract or purchase(s)

The supply, installation and commissioning of a multi-wire submerged arc-welding facility to support process development of machining of key components at the NAMRC. The machine will be used for submerged arc welding of steel plates and vessels using very high deposition rates. Welding will be in both mild steel and stainless steels with vessels up to 4.5 metres in diameter and up to 5 metres long. The University is seeking a single organisation to provide all aspects of the specification in one contract including supply of the equipment, installation, commissioning, relocation and aftercare. Tenders for part of the requirement only (except those marked as "optional" will not be accepted. The requirement is for one machine to be delivered, installed and fully commissioned at the NAMRC temporary facilities on the Advanced Manufacturing Park (AMP) in Rotherham by September 2010. The equipment will be moved to a new purpose-built site on the AMP in January/February 2012. The procurement is being run under the EU's 2 stage accelerated restricted procedure. The first stage looks at a suppliers economic, technical and financial capability to carry out a contract of this nature. Questionnaires will be listed against the criteria listed in the PQQ document and a minimum of 5 and a maximum of 8 suppliers will then be shortlisted to invite to tender. Prices for the specification will be requested in the Invitation to Tender (ITT) document set (second stage).

We envisage a minimum of 5 and a maximum of 8 operators being invited to tender. An administrative charge of 100 GBP is applicable for the issue of tender documents. There will be no charge at PQQ stage or for expressions of interest but suppliers who submit tenders will be invoiced after the tender closing date.

Precise information on deadline(s) for lodging appeals: The contracting authority will incorporate a minimum 10 day standstill period at the point information on the award of contract is communicated to tenderers. If an appeal regarding the award of contract cannot be resolved, the Public Contracts Regulations 2006 (as amended) provide for aggrieved parties to take action in the High Court (England, Wales and Northern Ireland).
