The SPS requires a contractor to design and build Phase II of the replacement prison at Shotts, Lanarkshire. The SPS will provide an initial design (RIBA Stage D) for this purpose. The design and build contract for HMP Shotts Phase I was awarded in 2008 to Carillion Construction Limited. The construction of Phase I is underway and is expected to be completed in the Spring of 2011. Detailed planning permission for the entire redevelopment (incorporating Phase 1 and Phase 2) has already been obtained. Applicants will be required to submit a pre-qualification questionnaire (e-copies of which are available via the Public Contracts Scotland website. Minimum level(s) of standards possibly required: Pre-qualification: (a) Bidder clearly conveys evidence of an accurate understanding of contractor’s obligations under the CDM 2007 regulations; and (b) Provision of bidder’s records of any HSE actions taken (SPS reserve the right to pass or fail on the basis of the evidence submitted in this regard). (c) Bidder to demonstrate sufficient capacity by providing their last full year’s turnover and secured workload.

Maximum number: 7 Objective criteria for choosing the limited number of candidates: The following areas of the pre-qualification responses will be scored: Experience (weighted 60/100); incorporating contractor's experience (30), design team's experience (15) and project team's experience (15). Methodology (weighted 40/100); incorporating project delivery (30), sustainability (5) and community benefits (5). In addition, applicants may be eliminated where they fail to provide financial information demonstrating sufficient capability and capacity, sufficient understanding of the CDM Regulations and an acceptable health and safety record.
