A market stall prototype has been trialled on Whitechapel Road’s northern footway successfully for several months, and feedback collected from a large range of stakeholders (including the traders themselves) has informed the final design/functionality of the market stall design. This will have a positive impact on the market for all – it will be easier for the Markets Team to manage, it will be a better environment for market traders to sell their products, and it will provide a more spacious, clean and attractive shopping destination for marketgoers. There will be disruption to the public realm and market pitches on the northern footway of Whitechapel Road as the new stalls are installed. Delivery will take place in phases to ensure traders can be relocated to other areas of the market and not disrupt their ability to trade. The production and installation of these market stalls is specialised, technical work. It is expected that the full period of fabrication to installation could take up to 9months.</description>

All equipment is within the City of Southend and the Council will provide the Supplier with access to an asset management system where all faults and issues will be logged. The Supplier will be required to interrogate the Council's system on a daily basis to pick up faults, attend to rectify faults and then update the Council's system to confirm that the fault has been rectified. 
The Council will provide free login access for the Supplier to the Council's remote monitoring system Car Park Guidance and VMS signs and urban traffic control system.  The Council currently uses Swarco RMS for remote monitoring of Traffic Signals, Swarco Zephyr for the car park guidance and Yunex UTC for urban traffic control.  The Client will replace the Swarco RMS and Swarco Zephyr systems with Swarco My City (anticipated to be after the commencement of this contract).  
The Supplier will also be required to undertake annual inspections and internal cleaning of equipment.
The Supplier will also be required to supply and install new equipment. This will vary throughout the life of the contract due to the level of funding available and/or external grant money becoming available.
The required services are set out in full in the Scope (one of the associated tender documents).
The mechanisms for ordering work under the Contract are set out in the associated tender documents together with details of the volume and value of work that may be ordered.</description>

The framework is designed to provide United Utilities with a structured, commercially controlled route to market for operationally critical specialist vehicles used across wastewater networks, treatment works, pumping stations, depots, roadside environments and other operational locations. These vehicles support activities such as sewer cleaning, jetting, vacuum recovery, de-silting, wet-well cleaning, sludge and silt removal, emergency draw-off, industrial cleaning and reactive network support. The tender is split into two specialist vehicle lots. Lot 1 covers Combination Sewer Cleaning Units, including vacuum tanker jetters, compact jetting-vacuum units, Vactor units and high-volume jet-vac units. The initial forecast requirement for Lot 1 is 34 units, although future requirements may vary depending on operational need, asset condition, budget availability and internal approvals. Lot 2 covers High Vacuum Units, with an initial forecast requirement of 3 units. The Authority is seeking competitive tenders to support an application for external grant funding.
At the time of publication, funding for the project has not been approved and no commitment to proceed with the project has been made.
Tender submissions will be used to inform and support the Authority's funding application. A decision on the funding application is anticipated in December 2026.
The Authority anticipates that, should funding be approved, contract award would take place during Q1 2027.
The goal of this project is to replace the previous changing rooms at Primrose Hill Playing Fields with a small community hall that would provide a local meeting place for residents of the Primrose Hill community. 
The Council has submitted a planning application  (26/0805/FUL) for this project.  This project entails construction of a new community hall including full internal fit-out and associated external works. Works include construction of the building, accessibility ramps, formation and paving of a car park, provision of disabled parking bays, installation of solar-powered external lighting, drainage, landscaping and all associated works necessary for completion of the project.
