Principal Construction Manager

Location: Bedford or Waterbeach

Kier Strategic Highways are currently recruiting for a Principal Construction Manager to join the Areas 6&8 highways maintenance contract.

Kier Highways design roads, bridges and intelligent transport systems (ITS), covering strategic and nationally important roads, as well as local roads serving local communities. Our projects range from major improvements to complete renewals of roads and structures. With specialist teams, we manage complex works from conception through to handover at the end of maintenance periods.

Job Purpose:

Management of scheme delivery (including the fulfilment of the role of Principal Contractor under CDM on Provider Works and undertaking the role of Supervisor on Managed Works) in relation to scheme delivery on the Highways England's Area 6&8 ASC.

Key Responsibilities:
  • Advise the Client on the appropriate procurement strategy for the Works.
  • Perform the duties and functions of the Supervisor according to the type of contract determined for procurement of the relevant Works
  • Manage the liaison between the designer and contractors during the early involvement in the design process and subsequent construction stage.
  • To encourage the introduction of innovation during both the production of the optimum solution and during the construction stage.
  • Manage the production of cost estimates for designed Works.
  • Following consultation with the contractors, forward recommendation to the Client on allocation of work. Arrange for the submission of Requests for Placement of Tasks for Framework Works.
  • Manage the production of the construction programme when utilising the contractors and obtain all party agreement to the programme.
  • Negotiate Target Prices with contractors for each scheme and arrange for the production and regular updating of cost forecast.
  • Provide monthly reports to the Client in accordance with the agreed format.
  • Manage the interface between contractors and coordinate their activities by regular meetings.
  • Manage the Health and Safety aspects of the works including the responsibilities of Principal Contractor when required and manage the production of the Health and Safety Plan (Construction Phase) and Health and Safety File.
  • Ensure that the data necessary for the measurement of the Key Performance Indicators are collected and the Measurement Reports prepared.
  • Oversee measurement and valuation of work carried out, and certify payments.
  • Issue appropriate Certificates for the works (e.g. completion certificates).
  • Allocate supervisory site staff and delegate authority as necessary to provide the necessary supervision to administer the Contract and ensure, as far is reasonably practicable, that the contractor/s produce safe systems of working and that they adhere to these systems.
  • Monitor site progress and arrange for the provision of an action plan to mitigate the situation where progress is falling behind.
  • Advise and motivate construction team staff and arrange appropriate training where necessary.
  • Oversee the setting up of a sound office/site office administration. Oversee the production of procedures as and when necessary for inclusion on the Integrated Management System.
  • Ensure that appropriate testing, sampling and inspection is carried out to demonstrate compliance.
  • Liaise with the Area teams and network occupancy team regarding co-ordination of Works
  • Liaise with Local Authorities, Statutory Authorities, Emergency Services and other third parties where necessary to ensure the success of the projects.
Key Skills and Qualifications:
  • SMSTS (5 Day CITB Site Manager's Safety Training Scheme) or leading towards it.
  • Experience in the delivery of the Principal Contractor's obligations under the CDM Regulations 2015 and/or role of the Supervisor under the NEC.
  • Experience in the successful delivery of highway renewals and improvement schemes involving restricted site availability (eg. night time working).
  • Experienced in the successful delivery of construction projects to tight time and budget constraints.
  • Experience of managing the concurrent delivery of a number of schemes (individual scheme value up to £5m).
  • Good working knowledge of construction programming.
  • Good working knowledge of risk management.
  • Commercial awareness.
  • Conversant with the Microsoft Office suite of programs.
  • Demonstrable team leadership and management skills.
  • Positive attitude to the delivery of schemes through collaborative working in a partnering environment.
