Most of the works will be procured by Link and its subsidiaries, but the framework is also open to other housing associations and councils.
The majority of projects will be housing, but other public sector projects may be let through the framework.
Up to 12 contractors will be selected for the framework, which is Scotland-wide.
A maximum of six will compete in a 'mini-tender' for individual projects.
The deadline for requests to participate is 12 December 2011.
