£175m Liverpool PFI hospital out to tender

18 Jan 10 The Liverpool-based Trust is seeking tenders for the design, construction and maintenance of a new inpatient and acute treatment children’s hospital on a greenfield site adjacent to the current hospital.

The Liverpool-based Trust is seeking tenders for the design, construction and maintenance of a new inpatient and acute treatment children’s hospital on a greenfield site adjacent to the current hospital.

The new hospital facilities, expected to be approximately 43 000 m², will provide a range of core and support services including: emergency care to include an acute admissions and assessment unit; paediatric intensive care unit; inpatient and day case theatres; inpatient and daycase beds; oncology; radiology; pathology.

Additionally, the Trust is likely to ask the appointed contractor to design a new car park facility, expected to be in the region of 1 200 spaces, to be located on the new hospital site, which may include provision for a maintenance service. It is undecided whether payment for the car park will be included within the main hospital contract or by way of a separate capital sum on completion.

The Trust will also require bidders to prepare a master plan for the whole site to demonstrate that its future investment programme, which do not form part of this contract, can be delivered. This will require designing the reconfiguration of an adjacent park (approximately 10 ha) and an area identified for hospital gardens.

The successful contractor will be required to provide some equipment although it is not envisaged that a full managed equipment service will be required.

Related Information

The Trust expects to use PFI to fund the new development and will run a funding competition following the appointment of a preferred bidder.

It plans to enter a 30 year services contract with the successful contractor in relation to the new hospital and possibly the new car park development.

Between three and four contractors are likely to be shortlisted for the contract.

The deadline for receipt of tenders or requests to participate is 2 March 2010. The Trust expects to dispatch invitations to tender or to participate to shortlisted contractors by 14 April 2010.
