The Homes and Communities Agency has awarded £83m of funding to 87 stalled housing schemes through Round 1 of its Kickstart programme. Some 265 housing projects had been shortlisted.
The grants will allow construction work to proceed on 5,696 new homes, including 3,503 affordable.
Miller, Redrow, Persimmon and Barratt are among the house builders who will benefit from the funding.
Around a quarter of the successful schemes are expected to be back on site by the end of the month, with 85 expected to meet Level 3 of the Code for Sustainable Homes.
An announcement on the successful bidders from Round 2 is expected in late spring.
