Former Newcastle United owner Freddy Shepherd wants to turn 75ha of derelict Tyneside shipyard into a new centre for making wind turbines.
Shepherd Offshore is already building a £10m facility for Clipper Windpower.
The Shepherds hope their land will become the base for a renewables cluster, according to The Times.
