Local contractors dominate £60m Lancashire housing framework

Seven contractors have been picked for a housing refurbishment framework in Lancashire, six of them from the local area.

Client is Regenerate Pennine Lancashire, which delivers construction projects on behalf of local authorities. The four year contract covers housing work for the councils of Blackburn with Darwen, Burnley, Hyndburn, Pendle, and Rossendale.

The successful contractors are: Rosslee Construction (from Accrington); Hambling Construction (Accrington); BAAS Construction (Burnley); Forrest (Preston); Jackson Jackson (Rochdale); Emanuel Whittaker (Oldham), and Rok, the only major national name on the framework, which will deliver the works from its Bolton office.

The refurbishment work will include: demolition; external repairs including stone-cleaning and re-pointing; renewal of kitchens and bathrooms; rewiring, central heating; boiler replacement; plus streetscape and public realm improvements.

The framework is divided into lots according to individual contract value: Band A: up to £250,000; Band B: £250,000 to £500,000; Band C: £500,000 to £1m; Band D: Over £1m

Contracts will be awarded depending on best value, capacity of the supplier, and market conditions.

Although the work awarded will be within areas controlled by the five councils involved with the framework, it may be used as a procurement vehicle for other public sector organisations in Lancashire.
