Scarborough Borough Council wants a contractor to tackle the design and construction of coastal defences in the South Bay area of the town.

The solution may range from a £15m scheme to ‘hold the line’ to the Scarborough Spa area only, or a more ambitious £50m plan to ‘advance the line’ to a larger area of the South Bay.

The work will be let in two separate contracts. The first contract is for the participation in the early contractor involvement (ECI) stage and a single ECI Contractor will be appointed on the basis of the NEC3 Professional Services Contract, Option A.

The services will include obtaining further site information, developing the design on a design and build basis, contributing to the development of a business case for the defence scheme including the submission of a project appraisal report to the Environment Agency for approval, and the submission of a planning application.

If successful in the ECI Stage the contractor may subsequently be awarded (but is not guaranteed) a second NEC3 Engineering and Construction Contract, Option C for the detailed design and construction stages of the works.

The contract is scheduled to start on 17 January 2011 and run until 20 November 2016.

The deadline for expressions of interest is 7 July 2010.
