The scheme was approved by the council last year but was called in by the government for a public inquiry after complaints from neighbouring towns which feared losing retail trade.
Plans include 100 new shops, including a John Lewis department store, as well as a new bus station and refurbishment for the Guild Hall.
Lend Lease is now developing the scheme on its own after its partner Grosvenor pulled out last year.
