Outline planning permission was granted in 2014 for up to 8,639 m2 (93,000 sq ft) of Grade A office accommodation on the council-owned One City Park site, which overlooks City Hall and City Park.
That planning permission has now lapsed but the city council is looking for a partner to revive the scheme and help fund it.
