LHC selects consultants for £500m MDC1 framework

10 Jan 22 Public sector procurement agency LHC has selected 115 firms for a multi-disciplinary consultancy services framework.

The LHC multi-disciplinary consultancy services framework (MDC1) is expected to be worth £500m over six years.

It is available to public sector organisations across two of LHC’s divisions: CPC, which covers the north of England, the midlands and East Anglia; and LSE, covering London and the southeast.

It will be used to select architects, consulting engineers, surveyors and other professional construction services. The framework runs from 11th January 2022 until 10th January 2028.

LHC (formerly the London Housing Consortium) is owned by local authorities in the capital.

LSE acting regional manager Ethan James said: “This is the first time we have offered a framework like this to our region, which has been designed to provide a comprehensive range of high-quality consultancy services across multiple disciplines to the public sector for projects of all sizes. Not only does it meet client need and truly reflect the current market, but it also offers something more."

“Bidders were evaluated based on scenarios reflecting real life situations that clients would encounter, assessing areas such as customer service, site and procurement risk, flexibility and sensitivity to differing needs, such as EDI [equality, diversity and inclusion] matters. In that way we can increase equal opportunity, reduce barriers to entry for smaller businesses, and appoint companies with diverse leadership and workforces that reflect the regions and communities that the framework will serve.”

The tenders were evaluated on a 70% quality and 30% price split using ‘deviation from mean’ formulas instead of the usual best price rank. This was to make it easier for small companies to get in, LHC said.

MDC1 has 12 workstreams:

  • Building surveyors
  • Clerk of works
  • Quantity surveyors
  • Employers agents
  • Planning consultants
  • Principal designers
  • Project managers
  • Structural engineers
  • Civil engineers
  • Multi-discipline services (covering all the above).
