He joins from Country & Metropolitan Homes, where he was construction director. Previous jobs included construction director for Crest Nicholson and Taylor Wimpey.
Mr Costello, who is based at Lovell’s Elstree office, said: “Lovell is well-known in the region for its market-leading affordable and open market housing developments as well as for its housing regeneration and refurbishment work.
