The US$127m (£74m) project will be carried out in a joint venture with with Burns & McDonnell, with Skanska taking a 60% share of the work.
The project includes the engineering, procurement and construction of a new gas turbine for power generation and a heat recovery steam generator for steam production.
Work is due for completion in July 2017.
