Winnipeg picks team for $587m public transport scheme

17 May 16 The preferred bidder has been named for construction of the Southwest Rapid Transitway in Winnipeg, Canada.

Plenary Roads Winnipeg as preferred bidder for the project, which has a total budget of CA$587.3m (£316m) and covers the second stage of the transitway together with an underpass. Plenary Roads Winnipeg achieved the highest score for its combined technical and financial submission for the project, which is being carried out on a design-build-finance-operate-maintain model.

“Plenary Roads Winnipeg is thrilled to have been named preferred proponent for the Southwest Transitway Project,” said Plenary Group senior vice president Brian Clark. “We look forward to concluding procurement and partnering with the City of Winnipeg to deliver improvements to this vital transportation corridor.”

The city has also issued a request for proposals for a study of a second rapid transit corridor, from downtown Winnipeg to eastern Winnipeg.

Mayor Brian Bowman said: “Winnipeg is a growing, thriving city, and building a modern and efficient public transportation system is essential to support our city’s growth.”  

Construction of the Southwest Rapid Transitway (Stage 2) and Pembina Highway Underpass Project is expected to begin this summer of 2016, with completion in late 2019. Operations on the new transitway are expected to begin in April 2020.
