Southend-on-Sea Borough Council on behalf of the SEAT programme is seeking tenders from suitably experienced and qualified providers for the provision of cycle hubs across the South Essex area with a strong focus in Basildon, Southend and Tilbury and a cycle loan scheme operating across the South Essex area. The emphasis within these requirements is on access to education, training and employment and wherever possible the schemes should create training and employment opportunities for people in South Essex.

II.2.4)Description of the procurement:

The overarching aim of the cycle hubs is to provide a focal point for walking, cycling and sustainable transport within the communities they serve in Basildon, Southend and Tilbury. The placement of the hubs needs to be located near the target audience and be easily accessible. It is envisaged that the hubs are located within premises (particularly the Tilbury hub) but SEAT is open to other options such as a mobile hub(s).
