Asbestos Removal and Disposal Works (2020 – 2025)
London and Quadrant Housing Trust as a central purchasing body on behalf of itself and any of its current or future group entities and subsidiaries (together ‘L and Q’) wish to invite interested organisations to participate in a procurement process for asbestos removal and disposal works (2020 – 2025) across L and Q’s portfolio of properties.
The contracting authority reserves the right to award contracts combining the following lots or groups of lots: tenderers must tender for all lots, however successful tenderers may only be awarded a maximum of one (1) lot.
(South-East) and (Thames) Neighbourhoods
Greenwich, Bexley, Lewisham and Bromley.
L and Q requires the successful contractor to carry out asbestos disposal and removal works across L and Q's portfolio of properties in the South-East and Thames Neighbourhoods (Approx circa. 27,456) units. The works will primarily take place in domestic occupied and unoccupied properties ranging from individual dwellings to communal schemes and units.
The contract will be let for an initial term of three (3) years, with up to two (2) further extensions of one (1) year, at L and Q's sole discretion.

(South) and (South–West) Neighbourhoods
Croydon, Merton, Sutton, Kingston upon Thames, Richmond upon Thames, Wandsworth, Lambeth, Southwark and City of London.
L and Q requires the successful contractor to carry out asbestos disposal and removal works across L and Q's portfolio of properties in the South and South-West Neighbourhoods (Approx circa. 19,927) units. The works will primarily take place in domestic occupied and unoccupied properties ranging from individual dwellings to communal schemes and units.
The contract will be let for an initial term of three (3) years, with up to two (2) further extensions of one (1) year.

(West) and (North) Neighbourhoods
Hillingdon, Harrow, Hounslow, Ealing, Brent, Barnet, Enfield, Haringey, Hackney, Islington, Camden,Westminster, Kensington, Chelsea and Hammersmith and Fulham.
L and Q requires the successful contractor to carry out asbestos disposal and removal works across L and Q's portfolio of properties in the West and North Neighbourhoods (Approx circa. 23,166) units. The works will primarily take place in domestic occupied and unoccupied properties ranging from individual dwellings to communal schemes and units.
The contract will be let for an initial term of three (3) years, with up to two (2) further extensions of one (1) year.

(North-East) and (East) Neighbourhoods
Waltham Forest, Redbridge, Havering, Barking and Dagenham, Newham and Tower Hamlets.
L and Q requires the successful contractor to carry out asbestos disposal and removal works across L and Q's portfolio of properties in the North-East and East Neighbourhoods (Approx circa. 33,907) units. The works will primarily take place in domestic occupied and unoccupied properties ranging from individual dwellings to communal schemes and units.
The contract will be let for an initial term of three (3) years, with up to two (2) further extensions of one (1) year.

L and Q expressly reserves the right:
— not to award any contract as a result of the procurement process commenced by publication of this notice,
— to cancel or suspend the procurement process at any time,
— to make whatever changes it sees fit to the content and/or structure of the procurement process,
— to award contract(s) in respect of any part(s) of the requirements covered by this notice, and
— to award the contract(s) in stages. In no circumstances will L and Q be liable for any costs, fees or expenses incurred by any party in relation to this notice or the procurement process.

L and Q will incorporate a minimum 10 calendar day standstill period at the point information on the award of the contract is communicated to tenderers. The Public Contract Regulations 2015 (SI2015 No 102) (as amended)provide for aggrieved parties who have been harmed or are at risk of harm by a breach of the rules to take action in the High Court (England, Wales and Northern Ireland). Any such action must be started within 30 days beginning with the date when the aggrieved party first knew or ought to have known that grounds for starting the proceedings had arisen. The court may extend the time limit for starting proceedings to be started more than 3 months after that date. Where a contract has not been entered into, the court may order the setting aside of the award decision or order L and Q to amend any document and may award damages. If the contract has been entered into the court may only award damages or where the contract award procedures have not been followed correctly, declare the contract to be ‘ineffective’.
