The Council wishes to establish a framework agreement for the benefit of itself and available to use by other public bodies, for the provision of transportation and development professional services. The framework agreement will be awarded by 3 lots as follows:

Lot 1: Specialist;

Lot 2a: Multi-disciplinary services for highways and infrastructure;

Lot 2b: Multi-disciplinary services for planning and development;

Lot 3a: Project resourcing for highways and infrastructure;

Lot 3b: Project resourcing for planning and development. The framework will last for 4 years, with no option to extend. There is no limit (within reason) to the duration of individual orders awarded under the framework agreement.

The services involve municipal, highways and transportation engineering and development and planning advice but do not include any physical works. This framework will be open to other public bodies to use if they wish. Note — A fee of 0,5 % will be levied by the Council against spend by external organisations who access the frameworks. This fee will be value-based and payable, retrospectively, on a periodic basis by the authorities using the frameworks. This revenue fee income will be used to fund costs incurred in managing the frameworks within the Council.

Suppliers applying for one or more of the disciplines in lot 1, can also if required apply for lot 3, but not lots 2.

There is no level of business guaranteed under the framework agreement. It should be noted that Birmingham City Council or Public Sector Body awarding client(s) may choose not to use all the service categories or disciplines, in particular where the skills are available in-house as a first point of call option. Where also existing exclusivity provision exists within Birmingham City Council or Public Sector Body awarding client contracts, these providers shall be approached in the first instance. When this option is exhausted, and they are unable to provide a suitable resource/service in the required timescales then the framework suppliers will be approached. The NEC4 professional services contract will be used for lots on this framework and performance management measures for each individual work package will be included in the framework. Prices will be fixed for a period of 24 months from the date of award but will be subject to an annual price review thereafter using an agreed price fluctuation formula. A cap will be applied to the maximum increase available with reference to market conditions to manage and limit any increases. Prices agreed on the framework will be the maximum that suppliers can quote during the contract but can be reduced via further competitions or direct award discussions. Evaluations for the framework will be based on quality, social value and price. Once on the framework agreement call-off will be based for lots 1, 2a and 2b as Direct Award up to 60 000 GBP for projects/work packages if the client chooses and based on highest ranking. (The relevant supplier with the highest score [first ranked] from the initial framework tender will be approached first, and if they do not have the capacity/over budget etc, the second highest ranked supplier will be approached for the opportunity and so forth). For projects/work packages over 60 000 GBP further competitions will be undertaken. For Lot 3, where it is identified that an additional resource is required a further competition exercise will be carried out. The client(s) will prepare a specification and seek CVs from suitable candidates from all the suppliers on the lot. Value of the contract notice is for 140 000 000 GBP. The Council potential spend of this over the 4-year period is approx. 50 000 000 GBP. BCC will be using its e-tendering system (In-tend) for the administration of this procurement process and providers must register with the system to be able to express an interest.
