MHT is seeking to appoint a partner to form a corporate joint venture vehicle (50:50 basis) to secure investment and expertise to deliver the Clapham Park Phase 2 estate regeneration project under the competitive procedure with negotiation. It is envisaged that Metropolitan Living Ltd (a wholly-owned subsidiary of MHT) will enter into the JV agreement with the selected joint venture partner for the establishment of the joint venture entity. The Clapham Park Phase 2 estate regeneration project will provide in the region of 2 388 new homes, non-residential, public realm and infrastructure as further set out in the planning permission, project brief and procurement documentation.

Description of procurement: Metropolitan Thames Valley Housing (‘MTVH’) is the trading name of Metropolitan Housing Trust Ltd (‘MHT’) and Thames Valley Housing Association (‘TVHA’). MHT is seeking to appoint a partner to form a corporate joint venture vehicle (50:50 basis) to secure investment and expertise to deliver the Clapham Park Phase 2 estate regeneration project under the competitive procedure with negotiation. It is envisaged that Metropolitan Living Ltd (a wholly-owned subsidiary of MHT) will enter into the JV agreement with the selected joint venture partner for the establishment of the joint venture entity. The appointed partner will be expected to provide investment and expertise to the corporate joint venture entity to deliver the Clapham Park Phase 2 estate regeneration project, involving the development of up to 16 sites across the Clapham Park Estate, providing in the region of 2 388 new homes, non-residential, public realm and infrastructure as further set out in the planning permission, project brief and procurement documentation.

The Clapham Park estate regeneration project is strategically located between three local centres, Clapham, Brixton and Streatham Hill, the regeneration will create a vibrant, inclusive series of neighbourhoods with safe, secure streets, ample public and private green space and new community facilities, while also positively maintaining Clapham Park's unique character. The regeneration will offer a variety of housing tenures and typologies to help meet London and Lambeth’s housing requirements, with the proposal facilitating the needs of residents of all ages to create a vibrant, inclusive community.

In accordance with the requirements of the Public Contracts Regulations 2015, the selection questionnaire (SQ) and draft tender documents are being made available to applicants via the Delta eTendering portal from the date of issue of this contract notice. However, as MHT is following the competitive procedure with negotiation, interested Applicants are initially only required to submit a completed SQ by the deadline stated in section IV.2.2) of this notice. Only those applicants that are shortlisted following the SQ evaluation will be required to submit an initial tender in response to the invitation to submit an initial tender (ITSIT).

MHT reserves the right to cancel the procurement process at any time and not award any contract pursuant to it. MHT will not, under any circumstances, reimburse any expense incurred by applicants in participating in the procurement process or in preparing their SQ or tender submissions.
