A tenderer, will not be awarded more than two lots as follows:

• in the event that the top placed tenderer were to be the same on both lot 1 and lot 2 the award will be as follows:

Lot 1: Domestic London and South East will be awarded to the top placed tenderer,

Lot 2: the Midlands will be awarded to the second placed tenderer;
