It is ORE Catapult’s intention to utilise this recruitment services framework to replace staff in situations of turnover and growth at their locations throughout the UK. Although requirements may vary, it is expected that a wide range of disciplines may need to be recruited.

It is anticipated that a maximum of six (6) recruitment agencies shall be appointed to the framework. However, ORE Catapult reserves the right to take the geographical location of Recruitment Agencies into consideration and appoint fewer or more than this number if deemed to be in their best interests.

Tenderers are to be aware that funding for any contract awarded from this recruitment services framework agreement may be provided by ERDF, Innovate UK and other private sector sources.

II.2.4)Description of the procurement:

Tenderers shall be able to accommodate the following disciplines for all sites which are specific to the Offshore Renewables Sector. These requirements shall range from Junior positions to senior management positions within the following geographical locations:

(a) West and Central Scotland,

(b) East Coast of Scotland,

(c) North of Scotland,

(d) North East England,

(e) East of England and the South East,

(f) South West of England,

(g) Wales,

(h) North West of England.

These locations represent the main areas of current ORE Catapult operations. However, there may be additional requirements for other existing or new locations to be serviced during the course of this framework agreement.

Tenderers are not required to be able to service all these locations and are required to indicate on the tender declaration at Section 2 of the ITT, which geographical location(s) they are able to service.

Two (2) members of the ORE Catapult Procurement Team shall open the tender. Due to Covid-19 restrictions in place, the ORE Catapult Procurement Team are currently working remotely from their home locations, therefore the tender shall be opened from these locations.

In the first instance, all appeals should be promptly brought to the attention of the contact specified in Section I above, and will be dealt with in accordance with the requirements of the Public Contracts Regulations 2015. Any appeals must be brought within the timescales specified by the applicable law, including without limitation, the Public Contracts Regulations 2015. In accordance with the Public Contracts Regulations 2015, the contracting authority will also incorporate a minimum 10 calendar day standstill period from the date information on award of contract is communicated to tenderers.

As the UK does not have any special review body with responsibility for appeal/mediation procedures in public procurement competitions, any challenges will be dealt with by the High Court, Commercial Division, to which proceedings may be issued regarding alleged breaches of the Public Contracts Regulations 2015.
