The procurement has the purpose of enabling the University of Nottingham's Estates Department of entering into a contract to have electrical project works undertaken by a group of suitably qualified contractors under a framework agreement. The framework shall run for a period of up to 4 years (2 years fixed with 1 year plus 1 year dependent on contractors performance) with individual projects let on either a direct award or mini competition basis. Allocation of works will be in part determined by a contractor's performance based on KPI data. All prices for works let under this framework contract shall relate back to the rates tendered in the procurement.

The framework aims to provide a diverse and resilient contractor service base to meet employer’s requirements. Therefore, tenderers must choose and submit a bid for only one lot. Tenderers who submit a bid for both lots can have both bids disqualified from the evaluation process. The framework can be used by other contracting authorities in the East Midlands. This list is not exhaustive but can include: De Montfort University, Nottingham Trent University, Loughborough College, Nottingham College, Leicestershire County Council.

In accordance with Regulation 86 and 87 of the Public Contracts Regulations 2015, the contracting authority has incorporated a minimum 10 calendar days standstill period starting from the day when contract award was notified to the bidders. Unsuccessful bidders will be provided with a debrief in the award decision at the start of the standstill period including details of their bid in relation to the winning bid comprising the reasons for the decision, the characteristics and relative advantages of the successful tender, the score of the economic operator and the name of the economic operator to be awarded the contract.
