Description

Tenders are invited by Kirklees Council (the "Council") from Suppliers with relevant experience and ability to demonstrate sufficient capacity for the provision of Vehicle Accident Damage Repairs (the "Services").

This Framework will enable the Council to procure Vehicle Accident Damage Repair Services to support its operational fleet.

The Council operates a diverse fleet of approximately 600 vehicles under 7.5 tonnes, including cars, EVs, vans, minibuses, and specialist vehicles across Parks, Housing, and Passenger Transport. Accident damage is unavoidable, making timely, high‑quality repairs critical to maintaining service continuity.

All repairs must meet manufacturer (OEM) standards and comply with relevant safety and regulatory requirements.

Demand is variable and cannot be guaranteed.

Annual spend is estimated at approximately £250,000.

Suppliers will be responsible for delivering a full end-to-end service, including vehicle recovery, inspection, repairs to OEM standards, documentation, warranties, and return of the vehicles to the Council.

Framework operation description

The Framework will be a multi-supplier arrangement with no guarantee of work.

Suppliers awarded a position on the Framework Agreement will be invited to quote (mini-competition") for individual repair requirements.

The assessment of submitted quotes shall be based on Price and Timescale and the call-off Contract will be awarded on the basis of the Most Advantageous Tender.

The highest scoring Supplier will be awarded a call-off Contract for that individual repair.

Nothing in this Framework Agreement shall oblige the Council to place any Order for Services.

Re-assessment of minimum selection criteria: Prior to the award of any call-off Contract, the Council reserves the right to re-assess the Supplier to confirm that the Supplier still meets the Council's minimum selection criteria at the time of the proposed award.

Please note Known Risks have been assessed as part of this procurement and in accordance with the Procurement Act 2023, the Council reserves the right to modify this contract where such changes meet the criteria for permitted modifications under Section 74 and Schedule 8 of the Act.

This includes, but is not limited to:

The Council reserves the right to adapt to any changes with regards to any Regulatory body changes, case law and government legislation changes.

The Council reserves the right to decrease/increase the value of the Contract due to annual budget setting.

Any such modifications shall be undertaken in compliance with the permitted grounds set out in Section 74 and Schedule 8 of the Act, including but not limited to modifications arising from unforeseeable circumstances or the materialisation of a known risk.
