Alberta signs $1.42bn ring-road contract

27 Sep 16 The Canadian province of Alberta has signed a 35-year design-build-finance-operate (DBFO) contract for the Southwest Calgary Ring Road.

The work will be carried out by the Mountain View Partners consortium, which includes contractors Graham, Kiewit Management, and Ledcor Group of Companies. The design team is led by Parsons and the equity investors are Graham Capital, Meridiam Infrastructure North America Corporation and Kiewit Canada Development Corporation.

The DBFO contract is worth CA$1.42bn, (£831m) with the province funding 60% of the capital construction cost. In addition, the government of Canada has committed up to 25% of eligible costs including design, construction, engineering, project management and utility relocations.

The project consists of approximately 31km of a new six- and eight-lane dual carriageway, plus additional basic and auxiliary lanes. It includes 14 interchanges, river-crossing structures at the Elbow River, a creek crossing at Fish Creek, a culvert at Cullen Creek, three watercourse realignments and additional pre-grading for future interchanges.

Mountain View Partners will start construction this autumn and the road is expected to open to traffic in 2021.
