Costain Skanska selected for £40m Paddington link tunnel

8 Jan 15 London Underground (LU) has named Costain Skanska Joint Venture as its preferred bidder for a £40m contract at Paddington station.

Costain Skanska JV will build a short tunnel linking the new Crossrail station and the Bakerloo line platforms.

The new link is expected to be completed by the end of 2018, in time for Crossrail opening.

Other shortlisted bidders were Dragados and Morgan Sindall/Bemo Tunnelling.

The procurement process used the ‘innovative contractor engagement’ model, or ICE, that was first used on the Bank Station upgrade contract signed in 2013. With this method, contractors’ bids are assessed for the value that their proposal adds to the project. The winning bid by Costain Skanska JV was calculated to enhance the value of the Bakerloo line link by 25%. It is expected to reduce passenger journey times compared with initial designs, and to help reduce disruption caused to passengers during construction.

LU director of capital programmes David Waboso said: “This is the second successful application of the ICE procurement approach, providing both our customers and our business with significantly enhanced value. Increasingly, ICE is allowing the market to provide us with better value infrastructure than traditional approaches.”
