The permit allows the Thirty Meter Telescope (TMT) project to build and operate the next-generation observatory.
Major funding has been provided by the Gordon & Betty Moore Foundation which has committed US$250m (£163m) to fund the design, development and construction of the project.
Conditions attached to the permit are designed to help ensure the protection of sensitive environments in Hawaii.
