The council is planning on inviting five contractors to bid for the contract. Works comprise construction of two 124m-long platforms, a pedestrian overbridge with ramps, station facilities, vehicle access road with small parking area, pedestrian access, lighting and closed-circuit television (CCTV).
It is expected to take 27 months to complete from contract award.
The new station is part of the Devon Metro initiative, developed to help the local rail network improve capacity and quality of service.
