II.1.4) Short description
Great Places Housing Group (GPHG) manage 26,000 properties in the North West and South Yorkshire.
GPHG is looking for feedback from flooring contractors who can provide and install carpets, vinyl, safety vinyl and LVT in occupied, empty, and communal properties.
This notice is out there to get feedback from the market early on, before GPHG officially ask for bids (which is planned for around Summer 2024).
GPHG are thinking of creating a framework that covers all their regions, probably dividing it by location to make it accessible to contractors of all sizes.
GPHG estimate the whole contract to be worth about £4 million inc VAT over four years.
GPHG have the following aims from the pre-market engagement:
1 - Gather information about local suppliers, such as what areas they cover, the services and products used and delivery timescales.
2 – Understand administration operations, including using GPHG systems for ordering and invoicing.
3 - Understand potential barriers to bidding for the contract, and explore opportunities to remove these barriers.

The deadline for responses is 18th June 2024.
Depending on interest and the outcome of the surveys, GPHG may also facilitate an introductory session about public tenders, running through the basics of a ‘tender pack’. It wouldn't be specific to the flooring project, to ensure no unfair advantage is given.
This notice isn't asking for bids yet. It's just a way for Great Places to engage with suppliers and understand the market before publishing a tender, in accordance with Regulation 40 of the Public Contracts Regulations 2015.
For avoidance of doubt, participation in this market engagement exercise is not a requirement to bid for the tender.
The tender will be conducted in accordance with the Open Procedure through ProContract, whereby any supplier can bid.
