The £12m development will be in Providence Place in West Bromwich town centre.
Construction is scheduled to start in December 2013, with an anticipated completion date of spring 2015.
West Brom chief executive Jonathan Westhoff said: “Thomas Vale is renowned for its ability to combine inspirational design, quality construction and project management experience of the highest order.
“After an extensive tender process Thomas Vale emerged as our preferred candidate, reflecting their record and experience in accomplishing projects to the most exacting standards.”
The Bouygues subsidiary will work alongside the existing design team, which includes Capita and Associated Architects.
Thomas Vale managing director Gary Mail said: “We are very pleased to be working in partnership with West Brom and alongside the professional team to deliver what will be a truly iconic and inspirational project for the region.”
