Mr Vaughan, a quantity surveyor, joined Costain in 1990 and has been group HR director and, more recently, corporate development director.
He takes over the natural resources division, which encompasses water, waste, nuclear process and chemicals sectors, from Mark Rogerson who is leaving Costain to pursue other opportunities.
