The contract covers servicing and repairs to heating systems, repairs to empty properties, and general building works.
The framework will run for four years, though contracts awarded through the arrangement may continue beyond the term.
The five successful contractors are: KHT Services; Plus Dane (Cheshire); Penny Lane Builders; Smiths SD; and Kier Maintenance.
There were 50 bidders for places on the framework.
