Explanation:

Countryside Properties Limited currently own and plan to develop the site in question. As part of their development, a provision for Social Housing was identified. Cobalt Housing submitted a bid to work with Countryside Properties Limited on this site as it meets Cobalt Housings growth requirements. Cobalt Housing were successful in their bid and are proceeding on this basis. As the site is fully owned and can only be developed by Countryside Properties, it was not possible for Cobalt Housing to run a competitive competition to appoint an alternative contractor to develop the homes in question.
