II.2.4) Description of the procurement
East Ayrshire Council is currently inviting tenders from a suitably qualified company to work in close co-operation with the Council and adopt a positive and flexible approach in delivering the supply, installation, repair and maintenance of a variety of electronic vehicle activated signs. The Ayrshire Roads Alliance are responsible for this service within the East and South Ayrshire Council areas. Ayrshire Roads Alliance (ARA) is a shared integrated roads and transportation service established in 2014 and provides the combined roads service for East and South Ayrshire Councils. The Service is delivered with the overall objective of improving the road and transportation service in both Council areas and is led by East Ayrshire Council.
Supply and installation of the signs will be on an as required basis, with a planned maintenance schedule for 280 signs within the East Ayrshire area and 117 signs within the South Ayrshire area; a re-programming schedule for some signs will be required, approximately 164. No guarantees can be given as to the actual quantity of signs that will require to be purchased over the period of the contract.
A call-out repairs service will also be required, together with the Councils direct access to the successful Service Providers database asset management system for record purposes for managing and monitoring, relating to locations, repairs, faults, drawings etc.
The successful supplier must be able to maintain and repair the Councils current inventory of Electronic Vehicle Activated Signs. An inventory of all signs is included within the Pricing Schedule.
