Description
North Somerset Council (NSC) are looking to appoint a single supply contractor to deliver electrical related property compliance testing and inspection across the North Somerset estate. This contract opportunity is a new 3-year contract from 1st April 2027 (with the option to extend by 1 year). This will be a JCT Measured Term Contract 2024. NSC are looking for a contractor with relevant experience of providing a similar service across a comparable variety of properties, such as nurseries, libraries, offices, leisure centres etc. Services required include, among others • Door Access Systems • Portable Appliance Testing • Emergency Alarm Systems • Fire Alarm Systems • Uninterruptible Power Supplies (UPS) • Electrical Installation Condition Reports (EICR) Full details of the scope are included in the tender pack. This contract opportunity is for the testing and inspection only – remedial works are not included. Please note the procurement route being used is a 2 stage Competitive Flexible Procedure. Stage 1 is Open and includes scored conditions of participation questions which will be used to shortlist suppliers. The 5 highest scoring Assessed responses will be invited to tender in stage 2. STAGE 1 - Conditions of Participation
The Council intends to reduce the number of participating Suppliers (down selection), as per section 20(4)(a) of the Act following the Intermediate Assessment in Stage 1:
• The maximum number of Suppliers that will be invited to Stage 2 is five (5).
• The down selection will be determined by the highest scoring Assessed Tender(s) from the Intermediate Assessment.
• The Council reserves the right to award the Contract at the end of Stage 1.
All suppliers are required to complete and submit the following documents:
• Volume 1 - Core Supplier Information
• Volume 2 - Conditions of Participation Submission
Please note that any additional details provided in Stage 1 (Conditions of Participation), unless expressly requested by the council, will be disregarded and not assessed.
STAGE 2 – Invitation to Tender
Stage 2 will include the Final Assessment of Tenders to determine the Most Advantageous Tender.
• Should a Supplier withdraw or be removed from the procurement process after being invited to Stage 2 - the Council reserves the right (but shall not be obliged) to invite the next highest scoring Assessed Tender from Stage 1.
• The Council reserves the right to update the tender documents, following Stage 1, however the Award Criteria shall remain the same for the Final Assessment.
