Scope
Description
The London Borough of Hillingdon is looking for suitably qualified consultants to be party to a Framework Agreement for Building and Construction Consultancy Services.
The Scope of the Framework Agreement
The Framework will consist of the following Lots:
1. Multi-Disciplinary Services
2. Architectural and Building Design Services
3. Building Services Engineering (M&E)
4. Building Surveying Services
5. Structural Engineering
6. Quantity Surveying Services
7. Environmental and Sustainability Advisory
8. Employers Agent
9. CDM Principal Designer
10. Building Safety Act Principal Designer
Above is a list of the Lots, if a requirement would fit under the Lot heading, it is considered included. Each Lot will include additional elements such as tender preparation, tendering, project management services, the provision of a wide range of advice on all matters concerned with planning, development and environmental issues which surround a building project.
Each Lot is also available as Multi-Disciplinary, providing the Lot selected at Call Off is the main requirement of the intended project.
This is a Competitive Flexible Procedure with 2 stages.
Stage 1 - (Selection Stage) will have the following weighting:
Quality (Technical)- 100%
It is intended that the Authority will shortlist to all those Applicants that are ranked within the top 10 of Stage 1 and to any that are tied 10th for each Lot and will then be invited to the second stage of the procurement process, the Invitation to Tender (ITT - Stage 2)
Those shortlisted and invited to tender under Stage 2 - (ITT) will be evaluated on the following weightings:
Commercial (Price) - 30%
Quality (Technical)- 70%
Each shortlisted Applicant will be invited at the ITT stage 2 to submit a tender.
Following the ITT Stage, the intention of the Framework Agreement is to Award places to the top 6 ranked bids and to any that are tied 6th, per Lot.
The maximum number of Lots that can be awarded to any one Consultant will be six (6) Lots.
At ITT stage, If a consultant is ranked within the top six scoring bids for more than six Lots, they will have Lots selected for them based upon their order of preference with the vacancy from the discarded Lots given to the next lower ranked consultant who has placed a bid in the discarded Lot. Where there are no other lower ranked Consultants, more than six Lots can be awarded.
Each Lot will be divided into Project Price Bands of the following amounts:
Project Price Band A £0 - £50k
Project Price Band B £50k - £250k
Project Price Band C £250k - £750K
Project Price Band D £750 - £2M
Project Price Band E £2M - £5M
Project Price Band F £5M - £10M
Project Price Band G £10M - £20M
Any project that is above £20m in value will be subject to a Mini-Competition.
All bidders must return rates for all Price Bands within the Lot(s) they are applying for.
The fees submitted should be the maximum fees you are prepared to charge at Call Off Stage for a Direct Award.
It is expected that upon conclusion of the Framework Agreement it will be made available to other Nationwide Public Bodies, to utilise if they wish to do so via an Access Agreement.
Each Lot will be evaluated and awarded separately. Tenderers will need to complete all required sections within each Lot to be considered.
This is for a Framework with a duration of 4 years, available to any public body to use if they wish. There is no pipeline of projects available as we cannot anticipate its use.
All Call Off contracts awarded from this Framework will be subject to a 1.5% rebate, plus VAT, based on the value of the awarded contract, payable to the London Borough of Hillingdon. This will apply to any and all contracts awarded via the Lead Authority or Contracting Authority/Authorised Users.

Further information about fees
All Call Off contracts awarded from this Framework will be subject to a 1.5% rebate, plus VAT, based on the value of the awarded contract, payable to the London Borough of Hillingdon. This will apply to any and all contracts awarded via the Lead Authority or Contracting Authority/Authorised Users.
Failure to report awarded contracts and their value to the London Borough of Hillingdon (where LBH isn't the Employer) in a timely manner may jeopardise your place on the Framework and similarly so for non-payment of any rebate invoice.

Description of risks to contract performance
No guarantee of work: Appointment to the framework does not guarantee any minimum level of spend, work volume, or exclusivity. Call-off contracts will be awarded at the discretion of participating contracting authorities.
Uncertain demand: The value and frequency of call-off contracts may vary significantly over the duration of the framework and between lots. Demand is dependent on future project pipelines, funding availability, and the requirements of participating authorities.
Open access framework: The framework will be available for use by a range of UK public sector bodies. Participating authorities may have differing governance arrangements, procurement processes, and technical requirements, which may result in variation in call-off procedures and contract terms.
Lot structure and scope: The framework is divided into multiple lots covering distinct but potentially complementary consultancy services. There is a risk of overlap in service requirements, and contracting authorities will determine the appropriate lot at call-off stage.
Market and economic conditions: Changes in market conditions over the term of the framework, including inflation, workforce availability, and professional costs, may impact suppliers' ability to deliver services at tendered rates.
Capacity and resource constraints: Suppliers appointed to the framework may experience fluctuations in resource availability, particularly where they are appointed to multiple lots or frameworks, which may affect their ability to respond to call-off opportunities.
Regulatory and legislative change: Requirements relating to building safety, sustainability, and procurement legislation may evolve during the framework term, potentially affecting the scope and delivery of services.
Performance and delivery risk: The quality and timeliness of services will be managed at call-off stage. Variations in contract management capability across participating authorities may influence delivery outcomes.
