1509 - Gascoigne Estate Demolition of 5NR Tower Blocks
Description
The London Borough of Barking and Dagenham is procuring a contractor to undertake the demolition of five residential tower blocks at the Gascoigne Estate, namely Crispe House, Fiske Court, Oban House, Tasker House and Earlsdown House. The works form part of the wider regeneration programme for the Gascoigne Estate and will support the Council's strategic objectives to deliver estate renewal, enable future development opportunities, and improve the borough's housing and place-making outcomes. The procurement includes the phased demolition of the buildings together with associated site management, health and safety, environmental controls, asbestos management and related enabling works.

Justification for not using lots
The project is a large project and the contracting organisation wants a single entity to manage, however smaller suppliers will be engage where possible in the supply chain
Participation
Legal and financial capacity conditions of participation
Tenderers must demonstrate sufficient legal and financial capacity to perform the contract. The Authority will assess economic and financial standing through a contract value to turnover test, review of financial information and business risk indicators. Tenderers must have the legal capacity and authority to enter into and perform the contract and must demonstrate the ability to obtain and maintain the required insurances by contract award.
Technical ability conditions of participation
ISO 45001 (or equivalent), ISO 14001 (or equivalent), NFDC membership (or equivalent) and a CCDO-certified workforce (or equivalent) are required as Conditions of Participation. Tenderers must also provide details of 2-3 projects completed within the last 5 years of a similar scale and/or technical complexity, including client references, demonstrating relevant experience in delivering comparable demolition works. Evidence must demonstrate organisational and workforce competence to undertake the contract

Payment terms
Valid and undisputed invoices will be paid within 30 days. The Contractor shall submit monthly applications for payment in accordance with the Contract. Any disputed invoices or amounts will be notified promptly and managed in accordance with the Contract payment provisions.
Description of risks to contract performance
Residual risks include unforeseen asbestos, contamination, unknown ground conditions, unrecorded utilities, ecological constraints, statutory undertaker delays, third-party access issues, and unforeseen health, safety or security requirements. Contract modification may be required if such risks materialise
